Pages arrive rotated for a few predictable reasons. A desktop scanner fed landscape pages through a portrait feeder, so every sheet is turned ninety degrees. A phone was held the wrong way round when photographing a document. A multi-page scan went through the feeder with one batch reversed, which is how a file ends up with most pages upright and a handful upside down. None of these affect the content, but they make the document awkward to read and unprofessional to send.
Some people work around a sideways PDF by taking screenshots of each page and rebuilding the file. That turns searchable text into flat pictures, multiplies the file size, and loses any links or form fields. Rotating ninety degrees clockwise fixes a page whose top edge currently points to the left of your screen. Ninety degrees anticlockwise fixes one whose top edge points to the right. If you are unsure, try one direction, look at the preview and apply the opposite if it went the wrong way.
